lower balance shaft binding - how to adjust?

Default lower balance shaft binding - how to adjust?

My lower balance shaft has been binding since I put a new power steering pump mount on my 88 924s.

I got the shaft to spin somewhat more freely by messing with the torque of the three bolts that hold the mount. It still is not right.

I read somewhere here that you should also retorque the balance shaft cover bolts...

Can anyone lend me some advice or point me to a procedure?
