Default dist. rotor off? low power?

anyone had their distributor rotor be off a little and cause low power? kind of like if the timing belt were off a tooth and retarded?

i guess what im wondering is: what are the non-timing belt ways that the timing on an engine can be retarded?

DME fuel quality switch can pull timing a few degrees.
