My friend once drove his friend's car into the side of a gas station that was being built in his neighborhood. He was new to driving since he was only 15 years old and didn't have a license or any instruction, but he did manage to get the borrowed car into reverse and get out of there before police arrived. A few friends had mopeds before they had turned 16 years old which is considered illegal, but that's a grey area. Mopeds can be parked in bike racks and will sometimes get passed by joggers, so I hope that most police would rely on common sense and just let the air out of the kid's moped wheels if they pulled him over.

The only thing missing was a reference to a "fat chick on a scooter"...
