How much could I get a reconditioned short-block for? Where could I get one? If I weren't to get a reconditioned one, how difficult would it be to bring it up to 'reconditioned' standards. What would be the best way to clean it? Which way is more cost / time / ability-to-work-right / learning process effective? The cheapest way to get back on the road is to get a complete block out of a running wreck and transplant it. If you want to keep the car for a long time and keep it in primo condition it will be better to get a good block and work your way up from pistons, rings, gaskets, waterpump, belts and tensioners, etc and cost you from few hundreds to more than thousand plus very fast. If I did find a running wreck, pulled the motor .. ripped it all up, what do you think the best way to get it clean would be? Where could I bring it .. could I do it myself? Can anyone recommend any places that I may find a running wreck?

Hmmmm, remember that a running-wreck will probably have high miles on it and may or may not be that much better than the engine you have now. Calling the dismantlers will get you a used engine for $750-1500.
Why not get a completely rebuilt short-block engine from say... <a href="http://www.andersonmotorworks" target="_blank">Anderson Motorworks</a> and have the piece of mind that you won't need to mess with the engine for another 200k-miles? Won't cost that much more than a used engine and you'll have options like high-compression 2.8L pistons to really give you the power-increase that's really significant!
