Call up John Anderson. You'll need either a 968 or S2 engine, you'll need to delete Variocam unless you pay a place like Vision to reprogram the Variocam to deactivate at ~4k RPM rather than 5500 RPM otherwise you'll have boost slipping right through the motor with 15 degrees overlap. You'll have to machine the pistons to reduce compression or get a custom set made and I'm not sure about the rods. Maybe you can just use the stock Turbo rods, however the 968 and S2 units won't be strong enough. John's # is (619) 562-0180

He can tell you everything else you want to know.

You don't need a 3.0 block to build a 3.0+ ltr motor. We build 3.1 ltr motors from 2.5 ltr cores. We can also do so adding a 16V head. If we start with 3.0 ltr cores we go 3.2-3.5 ltrs. Take a look on our site for more details.
