the bit may load up and refuse to cut. it would be interesting to know.

There is probably a small gain, but I doubt you'd feel it.... especially on an NA car.

A turbo would probably gain a little more due to the fact that the intake air temp is pretty high already. Having a cooler manifold would help the innercooler out a bit.

The air is going so fast in the intake that it doesn't have time to absorb much heat, and its a hollow tube (no fins like a radiator), so any heat absorbed would be to the outside edge of the column of air.

My friend used to work there so I got them through him.

I'd guess you could cut phenolic with a metal cutting band saw at a lowish speed. Water jet is definitely the optimal choice.
