Default sticking throttle body or tps?

I got this problem, sometimes when I rev the engine or come to idle the revs get stuck at around 2000-3000 3rpm and won't drop until I do a fast rev and then suddenly the idle drops back down to where it should be.

I looked at the throttle body / cleaned it with throttle body cleaner / lubricant. What i noticed is that when I move the throttle by hand with the trottle body camand then let go fo it so it closes sometimes the revs won't drop back to idle and get stuck.

to counter this I can manually pull back on the trottle came (harder than what teh spring can pull) and the idle will drop down from the high idle to normal idle.

so is this likely a sticking trottle body part? or maybe a weak spring? or more likely the tps?

I was going to take the trottle body out until on of the top bolts stripped and another bolt is not really reachable, looks like the intake manifold has to come off which I don't want to do right now.

any ideas? whenever it gets stuck at a high idle like at a stop light I just give it a quick revand it suddenl drops back down to normal idle.

I tried to clean my air flow meter by also taking it out and spraying it with throttle body cleaner and lube.

Your TPS is bad, or not adjusted properly. See if you can hear it click when you release the throttle by hand from inside the engine compartment with the car off. If it does that consistently, either your throttle cable is binding, or the TPS is electrically bad. Check Clark's Garage for the pin out on how to easily test it with a meter.
