What exactly differentiates an M030 '87 951 from a non M030?
I want to try to get all the parts (if possible), so I can improve my handling while staying stock for scca purposes.

I'll take a stab at it - though not entirely sure - PCNA would be able to tell you for sure.
Front spring (165'ish), rear t-bars (25.5mm)
Front sway (26.8mm), rear sway (18mm)
Front and rear dampers were Koni Sports
I believe also the caster block, upper strut bushing, control arm, steering knuckle, and hubs were different - but, they offer no measurable advantage over yours.
Good Luck!

But if they even used an 11mm bolt instead of a 10mm, I have to change that part out, so I need to know exactly.
How could I find out from PCNA?
Those other parts look expensive and useless, so maybe I'll be heading to street prepared...

I think you may be reading the rules a little too literally. Most regions would not place such restrictions on allowable mods for stock Solo2 racing - especially if you're not winning, which in the Turbo will be quite hard unless there's not too much good competition. I'm not suggesting you cheat, just be sure the local region is actually so strict before worrying about the rules. The intent is to make sure that superpower mods are not singly added - I can't honestly think of one like that on the 87 951, but they may disagree. One thing folks are usually concerned with is weight - like, if the cab uses the parcel shelf which removes the rear seats, then that lowers the vehicle weight measurably. You're swapping suspension components, but not removing anything. As an example, adding LSD would be a great upgrade, but does not require any other peripheral parts or allowances - the LSD differential is a little lighter than the stock open unit... so what?

If you are running SOLO II SCCA, I don't believe that you have to convert everything about your car to another model.
If you want to change out your front suspension with the adjustable spring purchase and convert your brakes to the S calipers then you are free to do so without changing anything in the rear. IIRC the rules state that you can swap any part on your car with another factory part as long as it was available on another car from the same body style period and still remain stock.
PCA on the other hand is different.

So for example, if you installed M030 springs, struts and shocks. You would also have to install the brakes, spindles, bushings, etc.
As an example, you need all of the following parts to convert a stock 968 to a M030 version:
951.341.655.34 steering knuckle 951.341.656.34 steering knuckle 951.341.065.08 hub (2 needed) 944.343.031.28 left koni shock 944.343.032.28 right koni shock 944.343.531.01 springs 951.343.524.00 adjusting nut (need 2) 951.343.525.32 concave washer (need 2) 951.343.529.30 boot (need 2) 133.412.341 concave washer (need 2) 999.703.355.40 cap (need 2) 944.343.706.30 front swaybar 944.343.794.05 bushing (need 2) 951.343.793.31 bushing (need 2) N.012.449.1 lock washer (need 2) 944.333.032.03 koni rear shock (need 2) 951.333.531.31.504 rear springs 944.333.526.01 concave washer (need 2) 944.333.701.01 19 mm rear swaybar for manual trans 964.333.792.00 rubber mounting (need 2) 965.351.041.01 driver side brake rotor 965.351.042.01 passenger side brake rotor 928.351.421.03 driver side caliper 928.351.422.03 passenger side caliper 900.067154.023 bolts (need 4) N.011.564.2 washer (need 4) 993.351.939.01 brake pads set 928.351.950.00 spring (need 2) 928.351.971.00 brake line (need 2) 951.351.089.03 vibration damper

PS - Don't hold me to that list. There maybe some errors or omissions.

Heck,
Throw on M030 springs, sways, & tbars.
Make the local SCCA guys prove that it is not part of the legal package. If we can't figure out all the little stuff they woni either.
Then again M030 does not provide that much improvement for all the work it takes to change them.
I think aftermaket sway bars are legal in stock classes.
Bottomline is that the improvents you want to make won't change the car very much nor make you much faster. A 951 is a poor autocross car to start with. It is not competitive in class. Why bother to make a bunch of changes only to still be off the pace. If you want to make the car more fun and faster do what ever it is you want and worry about the class later.
To me prepping a 951 for SCCA autocross is a waste. Better to just have fun with car class be damned!
