When there is snow you should get winter tires with studs (if law allows). Without winter tires you are totally careless. We have the law that says that winter tires are a must from December to March.
There is no way you could drive your car safely with summer tires when there is snow and ice on the road.

summer tires with 4mm or more + chains in the back.

Do you mean "Rahn Road"? Rahn is near there (runs up and down the same hill actually, just north of there). My red car never goes out in the bad Ohio weather so I never need to worry about it. The daily drivers are a front wheel drive Honda and a 4wd SUV so winter isn't really bothersome to me. Honestly, it rarely ever snows much here anymore.

There's some kid here with a yellow 996 Wicked BiTurbo, used to live by Bdubs, but now I don't know where he is; his car hasnt been there since the summer.. Think he has a WRX for the winter.

I live in OP, KS where it's a little flatter and the roads here are actually a civil engineers dream - mostly 4 lane divided highways. So I take out my S2 at times and have some fun. My wife has a TSX so fwd for her makes it easy to drive and when we do get the occassional foot of snow i've got the 4x4 2500 HD.
