I had this same problem too an I've come to a conclusion on the climates in our cars. Our cabin temp sensor seem to be old technology in which there's a wide range temp degree in which it works. Our heating systems are set up to run at one temp until the cabin reaches this a certain temp. The temperature gauge on the A/C controls doesn't regulate the coolant flow through the heater core. It regulates as to when the next cycle of hot or cold air will start. The coolant is always the same temp (hot) so there's no way it can blow warm air verses hot air. After a while the temp sensor will kick in and shut it off but the cabin will be extremely hot. It's a little too hot for me. I installed a flow valve on the upper heater hose under the hood. It gives me an override on the system. It's really good in the summer time because I just close it off.
