Default How freely should balance shafts spin?

I just installed the balance shafts on the motor I am putting together. I worked diligently on the end caps to make sure the shafts would spin freely. Before installing the gears on front, the shafts would spin so freely that they would rotate on their own as the counter-weights rotated to their lowest spot. The lower one was a bit tighter, but would still spin on its own this way, just a bit slower. (New bearings, spacers, seals, etc.)

Now that I've put the gears on and torqued them to spec, both shafts are tighter. Both turn by hand without binding, but neither will self-center anymore, and (for reference) both are tighter than the pulley on my new waterpump. The lower one is still a bit tighter than the upper. Thoughts, experiences, suggestions?

That sounds about what mine felt like. I think mine were easier to turn than the WP, but they have 85K on them so I doubt they are as tight as some new ones.

is it possible to have them switched? I know they are machined per-side.
