Go to your local auto supply and get an oil filter end cap wrench.

it looks like this http://www.mytoolstore.com/kd/kdfilt03.html

should be about 4-6 bucks.

Try popping the headlights up first to get a little more room.

Also, "OEM" brand, type B, from Autozone cup-type filter wrench fits the top of the filters.

not all filters are the same and no one tool fits them all.
they might have about the same od but the flutes/attachment to filter, are spaced different on different filters.

You can replace it with a K&N oil filter, they have a nut on the top/bottom, (depending on how you look at it) makes it real easy to remove. You can order them at most parts stores, around $10.

you can also remove the power steering reservoir and set it aside. all you need to do is loosen the clamp

I suggest getting it out with a cutting torch.

Oh come on now guys... how can we possibly fail to recommend the 'stab a screwdriver through it' method?

That one is OBVIOUSLY the best....

Found a nifty adjustable Oil Filter remover that just attaches to a ratchet, worked great, Would be better if it was a 1/2" instead of 3/8" though

I like the Catholic method myself:

Say 10 Hail Marys.........2 Our Fathers............. a few more prayers of your likeing............then with divine intervention involved you can just reach down and twist it off...........always works for me.

i think mexicans just have over developed oil filter removal techniques from never having the right/any tool around.
