Default Fixing broken vacuum hose

I am trying to fix the black vacuum hose that runs near the intake manifold towards the back of the engine. The piece connects to what seems to be a y-shaped connection, which is attached to one of the bolts going to the intake manifold.

I've attached a pic as reference. Is there a special way to remove the bolt in the blue box?

Should be 17mm. Don't force it to much though; the bolts are apparently somewhat easy to rip out of the intake manifold, and you have to glue them back in place if you break it out. I just took mine off after who knows how long without any issues, so it shouldn't be anything troublesome.
