High levels of hydrocarbons typically means your running rich. A number of things could cause that.
Failing FPR..also if the car is chipped it could be causing it to run rich. DME temp sensor could bad also.
Theres more but these are just off the top of my head.

you're car seriously needs a tune up, you're spewing out pretty large numbers.
i would inspeact all vacume lines, all sensors (oxygen, temp, knock (if you have)
rip out the AFM, test it, clean it
test/change/clean the injectors/sparkplugs
what grade fuel have you been running in your turbo?
basicaly you are getting incomplete combustion and dumping unburnt fuel into your exhaust pipe, there are many reasons for something like this but start out slow and test each of the individual pieces, and if needed replace
and if as far as you know, a particular piece has never been replaced, then well.. do it anyways, car is 18 years old!

in this order-
seafoam
02 sensor
plugs
new cat.
you are failing by a pretty sizeable margin.
are you getting bad gas mileage or any other low-performance symptoms?

Did you get it real hot before the check? Run the **** out of it before you go in, and do the plugs and a can of Techron!

Also.... Look into Collector plates, I have NO idea if this works for NY, but I got collector plates for both my P-cars here which let me drive by the inspection bays...

Run it down to just above the red on teh fuel gauge, throw about 4-6 bottles of drygas (the plain old isopropyl whatever stuff) , run it hot just before the test, bet itll be ok

i say throw some plugs and an o2 sensor in there- put a bottle of e-check in a can in there and cruise it for 45 minutes before you go back. Should do it.
