How would i set up a row of LEDs to Light up One after another? SO that one lights then the next, and so on, till they are all lit up?

You could hook them up in series with capacitors between them.

How's about aan IC555 timer.. faster, easier. What kind of time delay duration do you need between the 1st and second to the last LED?

the would probably be between 10-12 leds, total time should be 1sec, or maybe 8/10

If you want to make your own, there's a chip called a 3914, which is an LED meter driver, then you'd have to design a little circuit to ramp the input voltage to it continuously up and down.

lots of ways to do it. The capacitors could work, a microcontroller would work great but the programming equipment is expensive, digital logic chips. What is the application?
