Please verify anyone, oil pump drive sleeve related
Just curious, ive got the oil pump on and ready to put the pan back onto this '85 engine. There was a bit of a mix up with the oil pump drive sleeves. I am about 99% sure i have the right one on right now as it matched up with the one i took off. Fitment of the sleeve on the crank was a bit tough but with some assembly lube it slid right on and is seated in the oil pump. However with some light pressure i can spin the sleeve by hand on the crank. Is this normal?

Its supposed to spin. Youre spinning it and the oil pump impeller. Once you put the crank bolt on and torque it to spec the drive gear cant spin my itself. Which is why if you cant get oil pressure, check the crank bolt

sleeve first, rubber O-ring, washer then the timing pulley and the balance pulley next. When the PS pulley goes on, be sure to seat it back all the way and center it. It actually goes over the end of the crank slightly. torque the 24mm bolt to 140ft lbs
As Brian said, it will spin, it is only located by the pressure and friction of the pulley stack being torqued down against it. There's no key for the sleeve.

140 sounds low. I know it is 210 NM, I thought that converted to 155 foot pounds?
Very important to seat the ps pulley before torqueing. I have seen very few that hack mechanics have not ruined by now. Bad ones will eventually cause the ps belt to fall off and the pump to become noisy as they are repeatedly damaged during installation.
