Default painting center caps?

i'd like to paint my center caps but how do i get the existing factory paint off, it's already peeing a little?

I did mine awhile back. Take crest off the center cap. I used a fine wire brush on an angle grinder to get the paint off the cap. Prime and paint cap with auto spay paint. Then carefully brush and buff the crest. Keep in mind that it's easy to remove the gold color, so be carefull. Then use Testor's gloss model paint followed by two coats of sprat auto clearcoat.
