On the early cars at least, there is a clamp that holds the battery down at the bottom edge on the driver's side. The clamp is held on to the chassis with a nut/bolt. On the passenger side the battery slides into a slot.

When I first got my car, the PO didn't have the clamp installed correctly and the battery was loose. Remove the battery, the clamp may be down there under it.

Hi Lt. Reid, rock your battery back and fourth in the tray. It should be secured. By tie down, i think they mean secured pretty much. Your 944 should have a bracket which clamps the battery down into the battery tray.

You should also have a positive terminal cover for the positive post. This removes any chance that your battery hits the hood when sliding around...etc.

I had to install a special plastic piece to secure the lip of the battery that slides in to the slot. This plastic piece is for making batter lip higher. I got that piece from the shop that sold me the battery. Before that lip battery was little loose but now it is fixed rock solid.

When you slide the battery to the slot you should not to be abel to move it forward or backward. After that just secure battery with clamp so it cant come out from the slot.

If the bolt is there in the battery tray, but you don't have the bracket, just get a few washers or varying large sizes, and (I think) a rubber grommet and an M8 nut. That's what I did and it's been fine.

That's where mine was.

Most inspectors are pretty reasonable. They're not looking for a stock hold-down, just one that works.
