Rear tail light rubber goop?

I remember reading about this before somewhere, but...
I noticed that my rear tail lights are oozing black rubber from around the edges. I assume it's the seals, melting ?
Any way to fix this, or at least make it look less strange?

That is the standard gunk. I have never heard of it running, and I have had two black on black in Texas summer cars.
