Stupid Headlight Adustment Question

I have searched the archives and found a lot of good information regarding headlight aiming and alignment of the headlight "pods." Thanks to all for this.
My slight issue is this. I am trying to get the passenger beam to go up and to the right. As you know, the adustment screws are at 1 and 7 (why they didn't put them at 12 and 9 is beyond me). When I tighten the screw at one, the beam goes up and to the left. When I tighten the screw at 7, the beam goes down and to the right. Any suggestions on how to get around this? At some point, does it make sense to back the adustment screws all the way out, or, better yet, to the exact midpoint and start the adjsutment process again? At what point do you conclude that the bracket itself is off such that no amount of turning the adjustment screws will make a sufficient difference?

That's a great question...I would guess that the answer is to make it high enough (using the 2 oclock screw) and either slip the pivot point or bend the HL bracket enough to make it go right enough.
