Hesitation between 3000 and 4000 rpm’s

Hello,
I have a '99 996 Cab (65,200 miles) which I use it as a daily driver. I drive about 500 - 600 miles per week but why own the car if you can't drive it. Anyway, last week I noticed that when I accelerate through 3000 rpm's the engine becomes slugish until it gets up past 4000 rpm's and then it kicks in. I am thinking it needs new plugs.
Any suggestions?
