Default Spacer Question

I had to pull of the front tire to get access to the fuel line yesterday. The line was out of round and I couldn't get the compression fitting on. I noticed I had spacers on the car, but I had 15" phonedials. Excuse my ignorance but swapping wheels isn't on the list of my priorities so I haven't done much research.
I thought they were for swapping with newer rims that had different offset.

15" phoneis came in early and late offset. It'd seem that you have an early car and someone possibly bolted up late phonies. Don't know for certain without know the year of your car.
