Default charcoal canister?

What is it? where does it go?

Goes in the drivers side fender, just behind the wheel. I believe it is meant to elimnate any fuel vapors entering the cabin. I could be wrong though.

Apparently the charcoal depletes itself over time and the cannister needs to be replaced. Buying a used one doesn't make sense to me. Luis De Prat did a write up on changing this.

Why not? It's better for the environment and it's a $34 part.

it prevents fuel vapours from exiting the system into the atmosphere (cabin included)

it was purely an environmental addition from my understanding.. there is no performance gain, and other than extra weight, no performance loss either.

If what I read is true, that the charcoal deteriorates over time and use, then why put a 15 year old used part that may not work on the car.

Buy a new one. I have a reciept right here for a new one from Paragon, 12/2002 for $34.59. You are correct, the charcoal gets saturated over time and cannot absorb the fumes. The whole operation (solenoid, temp sens, vac valves) is designed to suck off the fumes when the car is over 160 degrees and in low load. It's designed to remove the vapor from the gas tank when it becomes pressurized by temprature and fuel level changes. Simply environmental... like a catalytic.. something everyone should be running.
