Default Heater blower revisited...

I had problems with it not running at all a few days ago, with the help of the board got it narrowed down to relay #3. Now, all of a sudden it doesn't run at all. I checked, double checked, triple checked that relay, it's definitely clean and free of corrosion. The symptoms are this: I get about 7V at the fan plug no matter what setting I'm on. I say "about" because it fluctuates as I'm reading it, slowly creeping up to over 8V from about 6V. Haven't held the probes on there much longer than 8V. I believe I'm supposed to get 12V at least on the highest setting. Any ideas?

Man, I truly don't know what to tell ya. Other than bad grounds, switch, connections at fuse block, relay, bad connectors, I don't know whats left. Anybody else got a good suggestion? Good luck!
