i just installed the 968 caster blocks, and have seen some comments somewhere about loading the suspension fully before torquing them down all the way.

can anybody verify this? does this comment refer to the block-to-body bolts or the eccentric bolts?

Refers to the eccentric nut clamping the caster block, and it's a good idea - ramps make it easy.
