For some background on stiction, Read This

The ability to roll around and settle the suspension is one if the reasons I like to attached the strings to the bumpers. Otherwise, every time you move the car you have to reset the strings. Major pain.

Sticky+friction=sticktion

Where there is friction, parts don't want to move freely. They kind of stick. So, you roll the car back and forth to take out all the sticktion. This will yield a truer reading.
