Default inner fender liner

I have a friend that thinks my car, '87 924S, should have an inner fender liner on the passenger side front wheel well, in front of the tire. When the wheels are turned to the left, I can see the washer reservoir. Is there supposed to be a liner?

The 88 924S is identical. I have no idea what the purpose is. (Yes, I did go outside just to check..)

Just went outside to check also. I can only see the bottom portion of the washer resevoir, not the entire thing. Im really wishing there was a fender liner to the rear of the tire for the front. The tires pickup and collect about a pound of sand on each side after about a week of driving. The sands got no place to go once it collects in there.
