OK. Since it is over heating with both fans on I would check the thermostat then the radiator.
Yes I know you've recently replace the thermostat.
In another overheating thread, here or on Pelican, the owner dumped the coolent then flushed his system with a cleaner. After replacing the coolent with a 45/55 mix he's not having problems.
