Default Sealant on plastic nuts?

I removed my front wheel arch liners to replace the ABS harness and a brake pipe. There seems to be some sort of white stuff between the plastic nuts and the studs. Harder than I'd expect silicone to be, but still a little rubbery. Some sort of locking compound? Or some sort of anti-rust protection for the studs?

(Or just some random junk some PO threw in there for God knows what reason?)
