Ha, fair. In your opinion, based on the symptoms and description I've listed, does it seem possible the valve itself could be the issue rather than wiring?

The ISV would have to be sticking closed, since the DME would be shutting off current as soon as the idle fell too low.

Gotcha, fingers crossed it's not the DME. Would be not great. Again, not thrilled the shop did this without my consent, hoping they're going to make right on it.

Maybe it only sticks when there is vacuum on the intake side. You indicated you tested it and could hear it moving when you applied voltage with the engine not running.

Mmm could be - yeah, with the connector disconnected, I ran two leads to the ISV and tapped them briefly on the 12V battery, could hear it move.
And when measuring the connector off, key on, got 12V at the harness.

Would also explain why it was running, albeit not well for a bit - maybe that spring is shot.

An update here:

mechanic ruled out every other option and then compared the ISV to another one off a 964 he had apart (same part) and discovered that while mine moves, it's not fully opening / closing meaning the valve is kaput.
