Default Early 944 headlight issue

My 1984 944 N/A headlights don't go up correctly. When I first flip the switch they get stuck a quarter open and as a drive along a little as I go over bumps they slowly open up fully. I've poped the hood and it looks like the bar connecting the headlights hits the ground point on the hood release. How can I fix this?

Is this a new problem? Did they work ok previously?

The first thing I'd do is to pull the relay from the top of the motor to disable it, then turn the **** and work them manually. See exactly where & how they are hitting.

One thing - If the motor is stalled out (trying to run but being held in place) you are pulling a lot of power. That can blow the fuse (take a guess how I know that).
