Default Installing 16V camshafts

Reading the worshop manual. It tels me to remove the camshafts at TDC, but for installation I need to turn the cranck to 45° before TDC. Why is that?
Can I rotate the camshafts without damaging the valves, when the cranckshaft is at 45° before TDC?

When the crankshaft is a 45 degrees before TDC, none of the pistons will be at TDC, so it will be possible to rotate the camshafts without valves hitting any of the pistons.

What is the best way to realign the camshafts with the cranckshaft? Is it safe to first fit the camshafts at TDC en then rotate the cranck from 45° before TDC to TDC?

Adjust the camshafts to TDC first, then rotate the crankshaft to TDC,
