Think of soldering copper pipe as an example of what he is saying. The heat draws the solder into the joint...
So the wax being absorbed loosens the loctite or somehow shrinks the bolt?

If they can't remove the stud, it can be drilled out. Then they can probably re-tap for an oversized stud or install a plug or insert and tap that for a stock stud. Or install a helicoil.

It can be fixed. I used to restore vintage bikes and I know that almost anything can be repaired. A broken stud is not a big deal for a good machine shop.

I've never heard of this wax technique being used.
