Your electrical problems may be ground(s) related. I'd give them a quick clean with sandpaper or dremel. It's simple enough to disconnect the horns and try them at the battery to see if they work. I've seen them full of water or just rusted out (metal parts obviously).
Do you have an original steering wheel? I'd try putting that back in. An aftermarket wheel usually requires an adapter and it's essential that it have a tab on it.
If this checks out, an Internet search will turn up lots of suggestions of things to look for with regards to the turn signal. Including this.

Horn= Use your finger
Spedo= Use an app on your phone
Tach, Just listen.. If it starts breaking up, you've hit the rev limiter...
Turn signals? Ah who needs em, Just make sure nobody is there...
But Seriously… Horn= Ground.. or take it out and Adjust the Screw in it..
Tach Have to check signal with a scope or just call "Just Joshin" used auto parts.. they can be that much.
Turn signal have to take the wheel off and look for the little tab..
