It’s likely one of the codes for tourist delivery which I’ve seen listed on the options as “900” before but as you don’t have that I’m guessing that’s what “Q99” is. Tourist delivery is where you can order your car for collection at the factory and that’s what it states on your dealer stamp also (that was my clue )

Did you also note, the speedo was replaced upon delivery ?
Could it have had a KM readout placed for 'touring in country' when new , then switched out to MPH readout for delivery stateside ?
Possibly also involving no cats for Europe, then retrofitting cats for America? ( note this is also the same time when Euro fuel had lead and we did not, thus causing concern for the poisoning of those converters if used in Germany with their fuels. )
I have a 900 code Carrera picked up in Germany and used for 3 months. It was then retrofitted with it's cats before delivery to the new owner in the Bay area dealership it was ordered. But my car has no Q99, just the 900 code.
