Default Idle Roller clearance question

Just did pump and belts. The balance belt idle roller clearance should be 0.5mm on bottom, 1mm on top. I could not get the upper clearance, even rotating the roller 180 degrees, so it was actuall touching the belt slightly. Are these rollers designed to spin constantly like this may cause, or are they designed to only spin occassionally?

Designed to spin occassionally. Turn the center on the idler 180 and see if that helps.
