Seems like the 90 and 180 degrees thing would have an awful lot of variance, depending on the person doing the twisting. I have an employee with such unusual wrist/finger/hand strength who could easily twist those around a full turn or more. Meanwhile, I find it rather difficult....

I just finished replacing TB/BB/WP. I hear a whine and the engine sounds like a sewing machine. I'm thinking that the BB may be too tight. Agreed?

yes.
BS belt should be barely audible when properly tight.

Yes, should be only a very faint whine.
you shouldn't be able to hear it inside the car.

I've had pretty good luck with a combination of the 180 twist method and a kriket ($10 on Amazon) tool. The kriket only reads down to 30 lbs and the spec is 28 lbs, but it always works that when I give the belt a 180 twist then check it with the kriket, the gauge reads just under 30 lbs. I don't have really strong hands but do spend a lot of time wrenching on cars so even though I'm a little arthritic I'm not crippled.
