Visa can't do anything about it but the bank can...I've done it before with a turbo kit that i purchased.....the guy took my kit back and didnt' give me my money so I involved the bank....
It was a verbal agreement between me and him on the return
I had proof that I sent it back....and 30 days later, i got my money back...
so it can be done....

You must have the worlds smallest bank. My wife is in banking and I know their response would be, "That is between you and the person you bought from." They dont like to play mediator.
