Yeah, they *can* be placed on the out side, but *why* are they on the
outside!?!
Any decent shop should speed balance nice wheels with the weights
on the inside rim.
Besides, it shouldn't matter to whomever picks them up, because they
are going to have to be rebalanced again once the rubber is installed.

Indeed you get the best balance by using weights on both sides. You can still do a darn good job by using a two plane static balance.

There is no "good" way to remove them. A little acetone helps but it might hurt the finish.

Not if it's powder coated. Generally no clear is used on powdercoating.
But yeah, mine has a nice gash from a 'tard with a screwdriver, and
half the balance weights have fallen off.
I took them to a friend and he did them up proper for me.

Yep, some people still use 386's with DOS, gets the job done sure enough, but it isnt anywhere near as nice as say something else. BTW - I know some guys who still use Visualliners with string to do alignments and they are pretty darn close to a machine.

I have a friend who has a Smart Camber gauge and a set of $10 home-made toe plates and won a weekend of beer at a race when he bet a friend with a portable laser alignment set-up that he could get within less than 1/16" of his measurements (cheapo vs. expensivo). As I said, he won. It's not rocket science.
You can kill a spider with an F-16, but your foot will work just as well.
