I found a thread somewhere on Rennlist a while back where the VIN thing was discussed. I don't know how to find it again...
Anyway, it said something like- with a range of 1980s 911s/930s, the tub got stamped with a ROW type of VIN when it was at the factory and would, later, get market-specific VIN based on the number stamped on the tub.
UPDATE: I googled and found that (from a "preview" of the book on Google - http://alturl.com/tnynr [URL points to a link on books.google.com]), on page 44 of the Porsche 911 Performance Handbook, it acknowledges this.

...These three digits are "ZZZ" for R.o.W. cars and are considered as fill-in digits or specific vehicle codes for United States and Canada.
Note: On the VIN number stamped above the gas tank on U.S. cars, these three places are also stamped ZZZ.
