Turbo Kraft posted dyno results with CIS in another post I saw. CIS should not matter when it comes to a more efficient turbo.. cooler air charge is cooler air.. 15lbs boost with a turbo that is working harder is going to shot hotter air into the motor.. I trust Turbo Kraft 100% after seeing the builds he does.

This is part of the answer Turbo Kraft gave on a post on Pelilcan Parts ( Garret gt35r on CIS)
Performance
In our experience, they simply out-perform the K27 turbo and its variants.
We've had 3.0L through 3.6L Turbos on the Dynapack chassis dyno, fitted with everything from old-school K27-7006s up through a K27-based HiFlow-something-or-other hybrid (huge compressor wheel mated to K27 turbo) from iA on a rather modified '94 3.6T with CIS. The GT35R blew it away in both response and power.
