Is there such an item? I removed the air pump, and am wondering if there is an item which would go under the scavenge pump on cars not equipped with an air pump.

I was wondering the same thing, as this area is so prone to leaks..so I made my own out of aluminum. The pump drive is fully enclosed in the aluminum housing. The seal is in the housing as well. Pump is attached to rear. Works great!
