There is a problem with reliability with those Home Depot boost controllers-

Oil etc. will acumulate over time and will clog the works, causing at least the spring to gum up, at worst the bleeder hole itself will get clogged, the spring and ball also wears and can get stuck all on its own. While this may or may not cause a dramatic overboost condition, it can and will cause the turbo to overspeed, shortening the turbos life quite a bit. Having replaced a ton of these over the years, I hate to see them on any car that comes in.

I had the exact problem you describe with GHL headers. As others have stated, it was an issue with the section from the headers to the Wastegate that was too narrow and created back pressure. This was seen as boost creep. Once the diameter was increased (of the wastegate circuit), problem disappeared. This was all controlled via a MoTeC valve.
