Are you talking about the wastegate or the Blow off Valve (BOV)...the wastegate hookus up to your Y pipe from the turbo exhaust and the other opening vents to atmosphere usually thru a short downpipe...or if in the original state, to a small muffler.
If you're talking about the BOV (in my 87) it has three openings....the bottom one goes into the rubber 90 degree elbow that finds its way to the inlet side of the turbo; the opening on the side has a hose that goes to the intercooler, on the the top is a smaller hose fitting that goes over to an intake fitting (vacuum) at the throttle body. My setup does not exhaust to atmosphere.
