'89 911s came with 8" rear wheels standard, so the rear wheels are in fact correct for this car.
Yes the tail has been added and it is missing the required matching front chin spoiler.

Yes, the rear wing was added. It's only correct for a Turbo or 78-83 SC. It's called a "Tea Tray" because the upturned edges make it look like one. The correct Carrera spoiler is a whale tail, also so named because it looks like one.

The only other concern I have is the missing welting between the front bumper acordian and the wheel arch. You can see the black stripe on the top of that little body panel but not on the bottom. May be a respray. Car looks fantastic otherwise.
If it will be out in the rain that Targa top is going to need fresh seals all the way around.
Take photos of the top and bottom of the engine. Also front and rear suspension, the belly pan, carpet, driver's seat, and anything that catches your eye. You need good pictures of the axle boots and anywhere you see oil.

very nice from the 20ft view we have. looks like diamond Blue metallic. I'm not a fan of the turbo tail on the targa or any narrow body for that matter. Carrera , duck or no tail for me, but that's personal taste.
maybe find another rennlister or pelican on the island and see if he/she will go with you for a look.
there are a few classic Porsche nuts In and around the rock.

Targa chassis is not very stiff, but this can be helped with installation of a good rollcage and front cross brace. Other than that it is a matter of what performance upgrades may be needed/desired. Brakes, exhaust, and likely, tires come to mind as near term upgrades. I have seen a couple super nice Targa track builds that went way beyond the basics and were fabulous performers. Not done cheaply though.
On the other hand, if the car is original and in nice shape, I'm not sure I would mess with it too much. You can always do an occasional DE with a basically stock car, unless you are in one of the higher run groups.

The Targa has much more built in weld plates to stiffen up the body than the coupe. the footwells are narrower due to the extra metal in their to stiffen It up . I know lots of guys who track Targas with absolutely no issues and no cage needed.
