Default replacing bumper rubber insert

hi all,

I am replacing the front bumper rubber insert. Shall I slide in the white color molding 1st or I should be sliding in the black rubber insert with the white color molding already installed into the black rubber? What is the best way to install the insert? I have been working on it for 2 hours but in vain.

please help, cheers, Eric

White plastic into rubber first then press fit and screw to the bumper.

This also works but with heaps of soapy water in a spray bottle for lube.
