I have always had my wheel weights put on the INSIDE of the wheel but have noticed a lot of Porsches with them outside. Am I missing the boat somehow having the installer clean the back of the rim and installing the weights there? I figured that the weight should be on or close to the center line of the wheel which is easier to reach in the rear.

The wheel has two balance points, the front and the rear.A properly balanced wheel will have weights on the front and rear as needed.
You may not require the weight on the front if your wheel is in balance for the front.I just put new tires on my 83SC and with my old tires I had no weights on the front of my wheels, with my new tires I had to have weights on the front and rear of each wheel.
