Post Emission side steps

I need help dealing with emission regs.
I have a 2.7L 911 that has been made to perform like a Porsche should. Webers and
SSI exhaust are the items causing the problem. Arizona requires a visual inspection and an emission test for vehicles
1975 and newer, mine is a 1977. I could probably rig up the air injection but don't know what to do about the EGR. Also I'm not to sure that the webers will pass the emission test. What creative ideas have the rest of you done (I mean considered,we would never do anything illegal).

are there any counties that don't require the test? get a PO box there, or register the car to a friend's or relative's address in that county. the webers won't pass a visual unless the guy is pretty dumb. you can hope. usually one main jet has to be plugged in order to get below standards. that makes the cylinder an air pump, which lowers emissions. or put the CIS back on temporarily.
