Who designed 911 climate controls?

the Rat has 160,000 miles and was a test car for MAACO. The cables to the heater box were snipped by the previous owner. I throw it up in the air to manually open and close vents on heater box. Occasionally I feel heat! For fog, I put all the dash levers to the right and it seems to clear. The rag works well also. Here in New England we're not used to heat anyways, so for the real question, does anyone know about idle surge, high idle (2000rpms)and then the settling down to 1k after ten minute warm-ups?
