Default Fuse #19 has power then it doesn't... help?

Problem:

Fuse #19 which powers the rear right light assembly measures zero volts with ignition on. When I disconnect the bottom wire connected to the fuse, I measure the full 12.4 volts at the top screw op that fuse.

I connected the bottom wire to fuse #18 ( rear left light assembly) and then all the light bulbs on the right rear work. But when I connect it back to fuse #19, the lights don't work and I get zero volts.

Any clues what's going here?

Can you jump across it and make it work (fused)?

Meaning connect to the top wire with the bottom, without a fuse?

Marlon, here is a diagram that may help.

The red dots indicate where 12V should be present with the key on and the headlights on.

If you are not getting 12V at these points, then you can work back from the fuse output to the source to find your open ckt issue.

Try cleaning the fuse holder assembly with a wire brush\emery board, electrical cleaner then change the fuse. If I understand right, the power is not going from the top block to the bottom block? Check the copper jumpers that are on the top of the blocks as well. Some times its as easy as a dirty connection. Even if they look clean sometimes its not enough. I had a similar problem with the Ac's blower fuse and that cleared it right up.

ditto on what 89 slant said. A fuse may look good, but in fact not conduct as it should. Change it out and see what happens.
